EU customs reform
The EU customs reform changes who is liable, and how brokers must work.
Timeline
1 July 2028
EU customs data hub mandatory for e-commerce.
2031
Voluntary for all other traders.
2034
Mandatory for everyone. The declaration form disappears.
What changes
The importer becomes the single liable party
Responsibility for customs data sits with the importer. Errors can no longer be passed on to someone else in the chain.
Industrial clients want to see, approve and prove
Because they carry the liability, your clients will want to see their data, approve it and be able to prove it later.
Brokers need a shared, traceable dossier
Working from mailboxes no longer holds up. Broker and client need one dossier they both trust, with every value traceable to its source.
How DocHeart provides that layer
DocHeart sits in front of your customs system and turns incoming mail and documents into one checked dossier.
- One shared dossier per shipment, for your declarants and your client.
- Every value linked to the document and line it came from.
- The declarant decides. Approvals are recorded and can be shown later.
- Works with your existing customs software. Nothing is replaced.
Note: the United Kingdom is outside the EU reform and uses its own system, CDS (Customs Declaration Service).
